1. Functions and tasks: 2.1 District People's Committee a) The District People's Committee handles work according to the tasks and powers specified in the Law on Organization of Local Government dated June 19, 2015. b) How to handle the work of the District People's Committee. - Collective discussion and decision on each issue at the district People's Committee meeting. - For some issues due to urgent requirements or not necessarily requiring collective discussion, according to the direction of the Chairman of the District People's Committee, the Office of the People's Council and the District People's Committee (hereinafter collectively referred to as the Office) shall send to all dossier set and opinion form sent to each member of the District People's Committee for comments. Collective issues of the District People's Committee are approved when more than half of the District People's Committee members agree. 2.3 Vice Chairman of the District People's Committee (Responsible for Culture and Society) a) On behalf of the Chairman, direct and manage general activities of the District People's Committee when the Chairman is away and when authorized by the Chairman of the District People's Committee. b) Directly in charge of the following work areas: - Science and technology field; - Culture, sports and tourism fields; post and Telecommunication; - Education and training field; - Fields of hunger eradication and poverty reduction, labor, employment, policy for people with meritorious services and social issues; - Ethnic affairs; - Health work, family population and children; - Gender equality work, for the advancement of women; activities of Association organizations; - Crime prevention and social evils; HIV/AIDS prevention; - Sign a decision to establish working groups and delegations in the field of responsibility; - Monitor and direct target programs and key programs in the field of responsibility as assigned by the Chairman of the District People's Committee; - Duties: Chairman of the District Defense and Security Education Council, Head of the People's Air Defense Steering Committee; Chairmen of Councils, Heads of district steering committees in their respective fields; Deputy of the Steering Committee of the National Target Program for Sustainable Poverty Reduction. - Other tasks assigned by the Chairman of the District People's Committee. c) Help the Chairman of the District People's Committee solve some tasks: - Judicial work; - Religious work; - Resolve letters, complaints and denunciations related to the field of responsibility; - Implement coordination relationships between the District People's Committee and socio-political organizations in the district. d) Approve and take responsibility before the law for construction investment projects belonging to the State budget in the field of responsibility after obtaining the unanimous opinion of the district People's Committee or the direction of the Chairman. 2.5 Functions and tasks of departments: 2.5.1 Office of the People's Council and District People's Committee. Advise and summarize for the People's Council and People's Committee on: activities of the People's Council and People's Committee; advise the Chairman of the People's Committee on the direction and administration of the Chairman of the People's Committee; control administrative procedures; provide information to serve the management and operations of the People's Council, People's Committee and local state agencies; ensure material and technical foundations for the activities of the People's Council and People's Committee; Organize and implement the one-stop shop and one-stop shop mechanism in handling administrative procedures within the scope and management functions of the District People's Committee; Guide and receive documents from individuals and organizations in all fields under the jurisdiction of the District People's Committee, transfer documents to specialized agencies under the District People's Committee and other agencies. , relevant units resolve and receive results to pay to individuals and organizations. Advise and assist the District People's Committee in performing the function of state management of culture; family; sports; tourism; advertisement; post and Telecommunication; information technology; Internet; broadcasting; journalism, publishing; basic information, foreign affairs; information infrastructure. 2.5.6 Department of Natural Resources and Environment. Advise and assist the District People's Committee in performing state management functions on land, water resources, and minerals; environment, climate change. 2.5.7 Department of Justice. Advise and assist the District People's Committee in performing state management functions on: Law formulation and enforcement, law enforcement monitoring, inspection, handling of legal documents, and control administrative procedures, dissemination and education of law; Grassroots mediation, legal aid, adoption, civil status, authentication, state compensation; legal aid; Manage law enforcement work on handling administrative violations and other judicial work according to the provisions of law. 2.5.8 Department of Agriculture and Rural Development. Advise and assist the District People's Committee in performing state management functions on agriculture; forestry; irrigation; Seafood; natural disaster prevention and control; food quality and safety for agricultural, forestry and aquatic products; household economic development, rural development; Rural farm economy, agricultural and forestry cooperative economy associated with rural professions and craft villages. 2.5.9 Department of Economics and Infrastructure. Advise and assist the District People's Committee in performing state management functions on: Industry; handicraft; commerce; construction planning and architecture; construction investment activities; Urban Development; Urban technical infrastructure, industrial parks, economic zones, high-tech zones (including: water supply, urban drainage and industrial parks, economic zones, high-tech zones, material production facilities construction; urban lighting, urban greenery; cemetery management (except martyrs' cemeteries); urban underground construction management; management of common use of urban technical infrastructure); House; office; building materials; traffic; science and technology.

2.2.5.10 District Inspector. Advise and assist the District People's Committee in performing state management functions on: Inspection work, resolving complaints and denunciations within the scope of state management of the District People's Committee; Carry out inspection tasks and powers to resolve complaints and denunciations and prevent and combat corruption according to the provisions of law. 2.2.5.11 Department of Labor, War Invalids and Social Affairs. Advise and assist the District People's Committee in performing state management functions in the fields of: labor; job; vocational training; salary; wage; poverty reduction; social insurance (compulsory social insurance, voluntary social insurance, unemployment insurance); labor safety; people with merit; Social Protection; protecting and caring for children; Prevention of social evils; gender equality. 2.2.5.12 Ethnicity Department. Advise and assist the District People's Committee in performing State management of ethnic affairs and implementing ethnic policies.
